DSWD bares list of P10-billion "Pantawid Pamilyang Pilipino" program recipients

Iloilo City (6 February) -- The names and addresses of the 337,416 beneficiaries of the Pantawid Pamilyang Pilipino Program, can now be accessed by the public through the DSWD website. The beneficiaries come from 27 provinces, 159 municipalities, and 12 cities.

DSWD Secretary Esperanza I. Cabral said that this is "an effort to maintain transparency in the P10-Billion Pantawid Pamilyang Pilipino Program (4Ps), the conditional cash transfer program of the Arroyo administration implemented by the Department of Social Welfare and Development".

The DSWD wesite press report disclosed that interested parties can log on to the DSWD website, www.dswd.gov.ph, click on the icon of the Pantawid Pamilyang Pilipino Program, then click on the list of beneficiaries. The list can be scanned by region down to the barangay level.

The 4Ps is a social development and poverty-reduction strategy that provides cash assistance to extremely poor households in order to allow the family members to meet certain human development goals such as health, nutrition and education provided they comply with certain conditions. The conditionalities include: 1) children 3-5 years old must attend Day Care/pre-school at least 85 percent of the time, 2) children 6-14 years old must attend school at least 85 percent of the time, 3) children 0-5 years old must get regular health check-up and vaccinations, 4) children 6-14 years old must undergo deworming sessions every 6 months, 5) parents must attend responsible parenthood sessions/mother's classes/parent effectiveness seminars, and 6) pregnant women must get pre-and post-natal care and be attended to during childbirth by a skilled/trained birth attendant, the DSWD press report explained.

A family with a maximum of three children in school qualified for the cash assistance can receive a maximum subsidy of P1,400.00 per month or P15,000 annually provided they comply with the conditionalities.

"Beneficiaries are added to the list as they start to receive their cash grants," Secretary Cabral said.

She explained that the uploading of the list of beneficiaries is consistent with good governance and transparency and to demonstrate that the budget of the program is going to the rightful beneficiaries.

The DSWD Secretary assured the public that the beneficiaries were scientifically chosen based on the proxy means test specifically formulated for the program. "Anyone can always verify the list for any misrepresentations," Cabral said.

President Gloria Macapagal-Arroyo recently ordered a doubling of the number of beneficiaries of the 4Ps and provided an additional P5 Billion to the DSWD budget to fund the increase, the DSWD press report disclosed.(DSWD/PIA 6/T. Villavert) [top]
