He also wrote the City Council in connection with the safe rescue of businessman Hablo in the successful operation Tuesday, which was personally led by Yanga, and resulted in the arrest of six suspects that included two policemen and a lawyer, among others.

In the said letter, the mayor said he has officially commended Yanga and his men for a job very well done and even urged them to work without letup to solve the other kidnapping incidents, particularly the three public school teachers, and to prevent other similar incidents in the future.

"This successful operation is a result of a unified and professional handling of sensitive operations wherein in information and operations were kept very confidential," Lobregat said in a letter to the councilors. "Community involvement in the operation was also vital in the success of the rescue of the victim (Hablo) and the arrest of the suspects."

The chief executive likewise called on the councilors to adopt a resolution similarly extolling Yanga and his operatives for the successful rescue operation wherein no ransom money was paid to the kidnappers neither a single bullet was fired, "and to join me in recommending to the DILG the much deserved promotion of Yanga and 15 of his anti-kidnapping operatives."
