Bangued MPOC backs "Implan Saranay 2009"

Bangued, Abra (14 February) -- Wary of the continuing deterioration of peace and order situation in this provincial capital town, members of the Bangued Municipal Peace and Order Council (MPOC) passed a resolution adopting the Bangued Municipal Police Station's "Implan Saranay 2009" last February 9.

The Implan Saranay 2009 is an anti-criminality action plan initiated and formulated by the Bangued Municipal Police Unit headed by PS/Insp. Paolo Joseph Bayongasan.

Implan Saranay 2009 prescribes the guidelines and procedures meant for the realization of peace and order in the municipality of Bangued. It entails the conduct of a holistic anti-crime approach, particularly the proliferation of lose firearms that incur violent crimes in the municipality of Bangued which led to its negative label and was tagged as the "Murder Capital" of Northern Luzon.

The concept of Implan Saranay 2009 involves a three-pronged approach which consists of the legal offensive, proactive police operations, and advocacy campaign.

The legal offensive move involves the application and service of search warrants against persons who did not avail of the firearms amnesty or did not renew their license to possess firearms.

Proactive police operations involve the conduct of mobile checkpoints to carry out Operation Bakal/Kapkap by the joint police-tanod-reservist teams.

The advocacy campaign shall involve the participation of all sectors concerned in the conduct of dialogues, symposium, seminars and information education campaign through the print and broadcast media including the clergy who are requested to include peace and order advocacy in their sermons/homilies.

It had been noted that the most common type of index crimes prevailing in the municipality of Bangued is murder and homicide and 80% of these crimes were committed with the use of firearms.

Inspite of the various strategies already implemented by the Bangued PNP, these types of crimes continue to exist which is attributed to the easy and always-ready access of the people to loose firearms as petty arguments often developed into shooting incidents resulting to injuries and deaths.

Based on the statistical record of the Bangued PNP, the volume of murder cases since 2005 to 2008 had not improved despite al the efforts to curb criminality. In 2005 there were a total of 21 recoded cases of murder. This number decreased slightly to 15 but again increased in 2007 with 17 cases and in 2008 with 18 cases. These do not include yet the cases of frustrated murder, homicide and frustrated homicide.

Relative to this, the Bangued PNP reported an estimate of 608 loose firearms in the entire province of Abra, 80% of which are accounted from the municipality of Bangued alone.

With the Implan Saranay 2009, it is hoped that the incidence of violent crimes be reduced and all forms of criminal activities be addressed boldly. (PIA-Abra) [top]
