CSC urges public to report incidents of fixing in gov't offices

Cebu City (10 March) -- In line with the thrust to eliminate corruption and enhance efficiency in government transactions as stipulated under the Anti-Red Tape Act of 2007, the Civil Service Commission (CSC) urged the public to report activities of 'fixers' in any government offices especially those that are providing frontline services.

CSC Memorandum Circular No. 17 enjoined government agencies to fully disseminate RA 9485 including its provisions against fixers as it conducts a massive campaign on the 'Anti-Fixer Campaign.'

Under the Anti-Red Tape Act or RA 9485, the law imposes stiff penalties on fixers including imprisonment of as long as six years or a fine of up to P200T or both.

The CSC and the Office of the Ombudsman recently initiated the 'Fix the Fixers Campaign' to underscore the government's firm resolve against fixing activities.

The CSC urged the public to report the name of the fixer, name and location of the government office, date and type of transaction to the Office of the Ombudsman and the CSC immediately so that actions could be taken against those responsible of violating the law.

Incidents of fixing should be reported to the following cell phone numbers of the Office of the Ombudsman at 0926-6994703 and the CSC: TextCSC at 0917-8398272.

In Central Visayas, both the regional offices of the CSC and the Ombudsman's Office are located in Cebu City with the following telephone numbers with CSC-7 at 4147488 and the Office of the Ombudsman - Visayas at 2550976.

To sustain interest and ensure wider participation of the public, all government agencies are directed to put up and adopt the CSC Anti-Fixer Campaign tarpaulin banner which should be posted at the most conspicuous places or where government frontline services are offered. Funds for this undertaking may be sourced from the allotted one-half of one percent of the agencies' Monthly Overhead Operational Expenses (MOOE) for the implementation of the Anti-Red Tape Act to be provided in the 2009 budget.

The CSC Regional Offices and field offices are instructed to monitor compliance with the Memorandum Circular and update the Commission on the status and/ore results of the campaign through the CSC Public Assistance and Information Office.

The CSC and the Ombudsman's Office shall take immediate action on reports of fixers taking into account the administrative and criminal penalties under RA 9485. (PIA-Cebu/FCR) [top]
