Nueva Vizcaya agencies, orgs sign pact for watershed protection

by Ben Moses Ebreo

Bayombong, Nueva Vizcaya (January 7) -- Government agencies, local government officials and private organizations here have signified their support to protect one of the major watersheds in the province.

Through a Memorandum of Understanding (MOU), the concerned stakeholders have vowed to protect the Bansing, Magapu and Paitan Sub-watershed (BMPS) that draisn into the Magat river and provides irrigation water for farmers in the eastern barangays of Bayombong, Quezon, Solano, Bagabag and Diadi towns.

The MOU was signed the barangay local governments, municipal government of Bayombong, Department of Environment and Natural Resources (DENR), provincial government through the Environment and Natural Resources Office (ENRO) and the Provincial Planning and Development Office (PPDO), Nueva Vizcaya State University (NVSU), Saint Mary's University (SMU), PLT College, Philippine Science High School, Mt. Palali People's Federation (MPPF), Nueva Vizcaya Press Club (NVPC), Philippine Information Agency (PIA), Philippine Rural Reconstruction Movement (PRRM) and Friends of the Environment for Development and Sustainability (FRENDS).

The MOU seeks to provide effective and efficient multi-sectoral management on its natural resources which is crucial for sustainable development of its covered municipalities.

The BMPS also serves as one of the headwaters of the Magat Dam in Ramon, Isabela and a major contributor to the Cagayan River Basin.

"There is a need to pool our multi-sectoral efforts and resources to protect it from threats such as increasing pressure from unregulated land use activities, particularly slash and burn farming, timber poaching in open access areas and charcoal making among others," said Teresita Sermonia-Acosta, executive director of FRENDS Inc.

The MOU requires the utilization and implementation of innovative approaches and methods to improve the condition of the watershed and forest ecosystem to ensure their sustainability through appropriate institutional mechanism such as establishment of participatory and collaborative partnership.
