DSWD takes measures to enhance 4Ps in Lanao Norte

by Recthie B. Tolinero

Cagayan de Oro City (14 January) -- Department of Social Welfare and Development (DSWD) Undersecretary Luwalhati F. Pablo updated the local chief executives in Lanao del Norte regarding the Pantawid Pamilyang Pilipino Program (4Ps) implementation and discussed the impact evaluation to be conducted in Lala and Salvador areas recently at the Mindanao Civic Center Conference Hall.

This initiative of the department was supported by Gov. Mohamad Khalid Q. Dimaporo, Mayor Santiago Bontilao of Lala and Mayor Raida Tawantawan of Salvador through participating in the activity and sharing of experiences and insights of the program.

The 4Ps, a poverty reduction strategy that provides cash grants to the poorest households, has been implemented in the province last August 2008 and to measure the impact of the program outcomes especially in health and education, the department has been tapping its partner agencies in the area to obtain pertinent data.

The meeting was also conducted to provide basis for program design enhancement, expansion and institutionalization.

The municipalities of Lala and Salvador, which respectively have 3,873 and 1,252 registered beneficiaries, were randomly selected to have controlled and treated areas of the Program that will be used in a statistical comparison after a year of implementation.

However, according to Undersecretary Pablo, there are some critical issues which will affect the schedule of the evaluation such as the upcoming May 2010 National and Local elections, procurement process of the government and the World Bank, minimum exposure period of treatment areas to be able to measure impact of the program and the optimal weather condition for the conduct of the survey.

Currently, there are 38,676 registered beneficiaries in Lanao del Norte and DSWD has already released a total of P105 million since August 2008.

With a P35 billion budget for the program, the Undersecretary assured the local chief executives that the controlled areas in Lala and Salvador will surely be accommodated comes 2010. (DSWD 10) [top]
