Biliran solon gets additional P100-M fund for circumferential road concreting

Naval, Biliran (26 January) -- More portion of roads in the Lone District of Biliran will be concreted this year as the Department of Public Works and Highways (DPWH) allocated in the department's proposed FY 2010 Budget the amount of P101.8M for the concrete paving of various sections of the Biliran Circumferential Road.
Secretary Victor A. Domingo, DPWH Acting Secretary informed Congressman Glenn A. Chong in a letter dated October 28, 2009 the inclusion of the following sections of the Biliran Circumferential Road in the DPWH Proposed FY 2010 Budget are: Caibiran-Cabucgayan Section (Talibong-Bunga Section-P20M); Cabucgayan-Biliran Section (Esperanza-Balaquid Section-P19.881M); Masagaosao-Bulalacao Section-P26M; Cabibihan-Mapula Section-P10.919M; Sanggalang-Lumbia Section-P15M and Habuhab-Guindapunan Section-P10M with a total amount of P101.8M.
Originally, Congressman Chong requested former DPWH Secretary Hermogenes E. Ebdane, Jr. in a letter dated September 22, 2009 the amount of P250M for funding of the concrete paving of five sections of the Biliran Circumferential Road which has a total length of 12.5 kilometers.
However, Secretary Domingo in hs letter on October 22, 2009 informed Congressman Chong that the balance to complete the project wil be considered for prioritization in the future budgets of the department using the Pavement Management System/Highway Development Management - 4(PMS/HDM-4). A planning tool which prioritizes projects based on the actual needs and economic considerations.
In his letter to former DPWH Secretary Ebdane on September 22, 2009, Congressman Chong presented that there are roughly more than 30 kilometers remaining roads in bad condition with many sections considered critical.
He added that he had upgraded and concreted about 20.45 kilometers of road in the last two years where only 32 kilometers of road have been upgraded and concreted over the last 12 years prior to his tenure.
The young Biliran solon presented in his letter that Biliran at present is fortunate enough to have attracted foreign investments in geothermal exploration and development where the site is located in the general area where road condition is still bad.
He added that most of the tourism potentials in the island province are located in the same area where it is hard to attract visitors because of the road conditions.
It is also the same area that faces Samar Island where insurgents can easily come either for rest and recreation or for hiding or for the insurgents to gain temporary sympathy because of the lack of development and opportunities, Congressman Chong added in his letter.
Meanwhile, Congressman Chong informed that the 209M appropriated for the funding of the nine sections for the Concrete Paving of Biliran Circumferential Road projects implemented last year was reflected in page 586 of Republic Act 9524 otherwise known as the General Appropriations Act (GAA) of 2009.
Two more infrastructure projects such as the Access Road to Naval Port amounting to P5M found on page 589 of GAA of 2009 and Access Road to Maripipi Port amounting to P5M found on page 590 of the same manual were also implemented.
The nine road paving projects reflected in GAA of 2009 which were implemented last year were all the project items enumerated in a letter request addressed to former DPWH Secretary Hermogenes E. Ebdane dated September 8, 2008 signed by Congressman Glenn A. Chong and Virginia C. Sarabusing, OIC, District Engineer of DPWH Biliran Engineering District.
Prior to the letter request dated September 8, 2008, Congressman Chong wrote a letter dated August 6, 2008 to Her Excellency President Gloria Macapagal Arroyo and received by the same office on August 11, 2008 for the funding of the Naval-Kawayan-Biliran Circumferential Road and the Naval-Caibiran Cross Country Road in the amount of P880M.
