Northern Samar PNP voted Model Provincial Transformational Program of Region VIII

Catarman, Northern Samar (8 February) -- The Northern Samar PNP Provincial Command was adjudged as the Model Provincial Transformational Program in Region VIII last February 1, 2010 during the 19th PNP Anniversary Celebration which was held at Camp Ruperto Kangleon, Palo, Leyte.
In an interview conducted by the Philippine Information Agency with the PNP Provincial Director Brigido B. Unay, it was learned that their command was adjudged as model provincial command based on improvements and facilities development.
According to Unay, the repair of the provincial command office was an added big factor to win the program with the help of the provincial government through Governor Raul A. Daza. Likewise, the greening program they have in all vacant lots within the command contributed a lot to where they are now. He also gave credit to his predecessor Col. Eusebio Mejos for his accomplishments as he was just installed last Jan. 9, 2010.
Unay said, the Integrated Transformation Program (ITP) was launched as a road map for long term and lasting reforms in the PNP. This has a ten year time frame from 2005 to 2015 which aims to resolve organizational and systems dysfunctions, to improve morale and welfare of personnel and to strengthen the law enforcement capability of the police.
Moreover he said, the program presents a comprehensive and holistic approach to reform the PNP with its solid and reliable assessment of its present institutional framework, policies, systems, structures, and procedures towards a more capable, effective and credible police force.
Projects under this program are the PNP shelter program (housing and quartering), PNP health care system, PNP legal assistance, model police station, PNP competency framework. PNP resource mobilization and revenue generation, upgrading of the crime laboratory, PNP retirement and pension systems (ERMS),strengthening of PNP training service, improvement of the PNP manuals, PNP physical assets management program, himlayan ng mga bayaning pulis, livelihood and strengthening of the program management office ITP advocacy, he added.
Unay also said, the core of these activities is the spiritual and moral component of transformation that begins in each and every individual police officer, it is a call that genuine change must start from within. Each police officer is expected to respond to this call if genuine change in the organization be achieved. To further sustain and strengthen the program, a leadership courses based on spiritual and moral values was conducted to the men and women of the PNP, as well as the community being part of the transformation process.
