Cops told: Observe SOPs in providing assistance

Iloilo City (8 February) -- Police Regional 6 Director P/C Supt. Isagani Cuevas told his personnel to observe the proper procedures in providing police assistance in the enforcement of final decisions of the court in civil cases, ordes of other government agencies in the exercise of quasi-judicial functions.

This in the light of some controversies that have surfaced in the course of giving police assistance.

Cuevas cited the PNP SOP No. ODO-2008-01 which is a supplemental measure to reinforce Rule 18 of the Operational Procedures on Strikes, Lockouts, and Labor Disputes and Rule 19 on Demolition Orders, Injunctions and other Similar Orders.

Among others these rules provide that all requests for public assistance must be in writing and duly signed by the requesting party or authorized representative, and the operational support units which have jurisdiction over the are could provide assistance upon recommendation of the Chief PNP to the director for Operations.

The rules also provide that requests forwarded to PNP Regional Director shall be referred to the units in whose jurisdictions the areas fall, while a clearance should be secured for requests submitted at the local police stations.

On the other hand, requests of quasi-judicial bodies like the Securities and Exchange Commission and the National Labor Relations Commission shall be submitted to the Office of the PNP chief, regardless of the area where the assistance is needed. (PRO6/PIA6/ESS) [top]
