DPWH sheds light on procurement of contracts

Cagayan de Oro City (9 February) -- The Department of Public Works and Highways (DPWH) in region 10 clarified the procedures involving the procurement of contracts of infrastructure projects.
During a recent media forum, Assistant Regional Director (ARD) Mauro D. Bravo Jr. of DPWH 10, said that all actions taken in the procurement of contracts are done in accordance with Republic Act No. 9184, also known as the Government Procurement Reform Act.
ARD Bravo said one of the provisions of RA 9184 states that public bidding is the general mode in the procurement of goods, civil contracts and consultancy services in the government.
However, Bravo said, the law allows alternative methods of procurement which requires prior authority from the Head of Procuring Entity.
The Bids and Awards Committee (BAC) studies the existing conditions that will validate the recourse to alternative methods of procurement. Then, a screening process ensues which will determine all qualified contractors to be invited for the public bidding.
Evaluation of the contractors' eligibility is done electronically using the information stored in the DPWH Registry of Contractors. This shows those who meet the financial, technical and legal requirements and with good track records for the last three (3) years. All bonafide contractors who wish to do business with DPWH must be accredited in the registry.
Bravo, further said that the same process will be followed for the public bidding as all qualified contractors shall compete and submit their bids for a contract. (PIA 10) [top]
