DepEd to make sure public school teachers perform their BEI functions

Cagayan de Oro City (11 February) -- The Department of Education will enforce all orders and instructions of the Commission on Elections on the duties and functions of public school teachers relative to the May 10, 2010, Automated National and Local Elections.

Such is embodied in the deputation order, per Comelec Resolution No. 18716, for DepEd, its Secretary and other key officials to perform such measures as are necessary in the coming elections, including the use of all public school-buildings designated as polling centers, Atty. Renato A. Magbutay, Regional Elections Director of region 10, said.

He said it is the duty of the District Supervisors, School Principals or Officers-in-Charge to ensure that the public school teachers recommended to serve as Chairpersons and members of the Board of Election Inspectors (BEI) are not related within the 4th civil degree of consanguinity or affinity to any of its members or to any of the candidate(s) or their spouse(s) to be voted for in the polling place.

It is also the duty of the DepEd Regional Directors and their assistants, Provincial / City Superintendents of Schools or Officers-in-Charge that public school teachers shall not be transferred or assigned to other positions during the election period, January 10 to June 9, 2010, without prior written authority of the Comelec.

The best qualified public school teachers, on the basis of rank, position and salary shall be appointed BEI Chairpersons and, in case of their shortage in the city or municipality for appointment as such, the City Superintendent of Schools and/or District Supervisors shall immediately notify the Election Officer (EO) of such fact.

Meanwhile, Magbutay said no conference, seminar or any school activity which might interfere, restrict or prevent the performance of election duties of District Schools Supervisors, School Principals and public school teachers shall be held during the election period, January 10-June 9, 2010, except upon prior written authority of the Comelec.
