NACAP president denies signature on complaint

Cagayan de Oro City (11 February) -- The National Constructors Association of the Philippines, Inc. (NCAP) has vehemently denied sending a letter of complaint against the Regional Director of the Department of Public Works and Highways (DPWH) stationed in the city.
In a letter addressed to Secretary Victor Domingo of DPWH in Port Area, Manila dated Feb. 9, 2010, copy-furnished the RD of DPWH Cagayan de Oro City, NACAP National President Willy E. Castor said the complaint should be disregarded as it has no value at all.
He said a member has furnished him a copy of an alleged letter sent to the DPWH Secretary by certain contractors, among whom is Wilper Construction, Inc. complaining about the actuation of the said DPWH official in the city.
"A perusal on the signature as appearing on the said letter complaint clearly indicate that is a falsified signature," and "a scrutiny on the said letter clearly indicated that it was done by a single person," Castor said.
"Apparently, this was done by an unscrupulous person trying to mulct the Honorable Director. The said complaint should be disregarded as it has no value at all. It is plain and simple harassment against the Director who is only doing his job in the interest of good government," he added.
In his letter, Castor emphasized that in any event where a contractor is aggrieved, NACAP will take a hand on the matter and it is NACAP which will submit the complaint against any government official.
"It is one of our mandates to see to it that the bidding rules are religiously followed. Where we believed that there is truth on complaint by certain contractors, NACAP should know and NACAP should handle the filing of the necessary complaint before that office and the Ombudsman," he said.
Castor ended his letter by saying "It, further, appears that the complaint is not in proper form which clearly shows that the complainant do not want to identify himself, maybe believing his complaint has no proof at all. Please do not give this matter your kind attention." (PIA 10) [top]
