DSWD Sec. Yangco attends PODER 5 regional launching in Bicol

by CL Martinez

Legazpi City (12 February) -- "Ang iyong ikagagaling ay sa iyo manggagaling, ang iyong ikasasama ay sa iyo magmumula,", thus has stated acting Secretary Celia Capadocia-Yangco of Department of Social Welfare and Development (DSWD) during the regional launching of Poder y Prosperidad dela Comunidad (PODER).

Yangco stated that the government relentless responds to the needs of rural area residents through special projects like PODER.

"While it is true that the IRA (Internal Revenue Allotment) of the local governments is not enough to fund projects, PODER is here to help providing additional funds to implement projects for the locality that will help reduce incidence of poverty," she added.

PODER has commenced implementation in 2005 and has already funded some114 sub-projects in the Bicol region amounting to more than P68 million.

PODER is a special project realized through the partnership between DSWD and Agencia Espaņola Cooperacion Internacional (AECID).

PODER's Improving Access to Basic Health Services assists LGUs and communities to meet the basic facilities required for 4Ps or the Pantawid Pamilyang Pilipino Program implementation.

The project, on the other hand, intends to contribute to poverty alleviation through the improvement of the living conditions of the poor and vulnerable groups.

PODER covers the municipalities of Claveria, San Pascual and Aroroy in Masbate and Libon in Albay targeting some 112 barangays with 18,877 beneficiaries.

More than a hundred local officials, including members of the Sanggunian Bayan (SB) and punong barangays from the covered municipalities in Masbate and Albay provinces witnessed the launching activity.

In the launching activity, Yangco was joined by DSWD Bicol Regional Director Remia T. Tapispisan; AECID representatives; Mayor Zacarina Lazaro of San Pascual, Masbate; Mayor Eduardo Andueza of Claveria, Masbate; and Libon Mayor Agnes P. Dycoco and Aroroy SM member Rechilda Galingon.
