Comelec deputizes PhilPost for May 10 elections

Cagayan de Oro City (12 February) -- The Philippine Postal Corp. (PhilPost) has urged the Filipinos to avail of their program on "Hatid Pagmamahal" or sending of old-fashioned love letters in time for the Valentine's Day celebration, this Feb. 14.
Lawyer Renato A. Magbutay, Regional Elections Director of region 10, said PhilPost is one of the government-owned and controlled corporations (GOCC), along with the National Telecommunications Commission (NTC) and the Telecommunications Office (TelOf), that had been designated deputy of the Commission on Elections, for the elections in May, this year.
Among their functions is to instruct their respective personnel and the management of all private telecommunications firms to give special preference to and effect immediate transmission and delivery of messages or telegrams of the Comelec, its field personnel and deputies during the election period, Jan. 10 to June 9.
They will do so, likewise, between and among the Comelec field offices, its deputies and other assisting agencies until after the proclamation of the winning candidates in the May 10 elections, he said.
These offices will also make operational all their stations during the election period and assign a sufficient number of personnel to receive, transmit and deliver election messages 10 days before election day, on election day and 10 days after election day.
They will also impress upon their personnel and management that non-compliance with this provision of Sec. 9 of the Omnibus Election Code (OEC) on preferential transmissions of official mails, messages and telegrams relative to the elections, constitutes an election offense.
Magbutay said under Sec. 264 of the OEC, such offense is punishable with imprisonment of not less than one (1) year but not more than six (6) years and shall not be subject to probation and the guilty party shall be sentenced to suffer disqualification to hold public office and deprivation of the right of suffrage.
