UCRIS rehab to start soon

Tabuk City, Kalinga (13 February) -- The P.5 billion World Bank (WB)- funded participatory irrigation development project (PIDP) of the National Irrigation Administration (NIA) here is expected to start after the detailed and engineering plan has been finished.

Raymundo Apil, Division Manager of the Kalinga, Ifugao and Mt. Province Irrigation Management Office said the total rehabilitation of the Upper Chico River Irrigation System (UCRIS) will be implemented in two phases. The first phase covers Tabuk area and second phase for Quezon in Isabela.

Carried out for four years for each of the two phases, Apil said the scope of work includes improvement of facilities, water control level, measurement structures, repair of canal with a total of P490 million funding.

The UCRIS has been the lifeblood of thousand hectares of farmlands in the Tabuk valley and Mallig plains in Isabela, providing also thousands of farmers in the farming industry fix source of income.

"NIA is a government owned and controlled corporation so we survive from revenues generated from collection of irrigation fees," Apil said. Thus his appeal to farmers to pay their obligations in order to maintain the system.

Meanwhile, he said they will still schedule a water cut off in May or June to pave way for the clearing of canals and repair of minor damages. "We conducted sectoral meetings among the Irrigators Association (IA) to get the bottom of things on how to improve our system", Apil said. (PIA-Kalinga) [top]
