P20-M local college building to rise in Kapalong

Davao City (23 February) -- The municipal officials of Kapalong headed by Mayor Edgardo L. Timbol and Vice Mayor Romy C. Estrada initiated another historical breakthrough in town as they took the lead in the ceremonial ground breaking and capsule laying for the 20M first phase construction of the additional classroom building for its local college, the Kapalong College of Arts, Sciences, and Technology last February 18.

The state of the art design which was developed by Architect Salberdino B. Salcedo of the local government entails 75M budget to fully realize the project. Engr. Emmanuel S. Fernandez, the Municipal Engineer bared that the 20M budget for the first phase covers construction of the main entrance and fašade with ten rooms in the first floor, 5 in the second floor and a covered roof deck that could be used for function hall, gym and other future plan of the school.

Governor Rodolfo P. Del Rosario, Vice Governor Victorio R. Suaybaguio, and CHED RO XI Regional Director Edward S. Aquino were also present and rendered their respective message of support along with Engr. Rafael Anthony G. del Rosario.

The governor lauded the municipal officials of putting education on top of their priorities saying that such developmental effort is a very innovative way of providing the youth with college education specially those in the marginal sector.

"It is not many in our country that you can find municipalities supporting a college school providing college education. It is one of the very few in the whole country and therefore I give tribute to your local officials headed by Mayor Timbol," the governor disclosed.

Mayor Timbol expressed his elation that for his 12 years in the public service it is in his administration that Kapalong has launched such big and significant project. He added that bigger budget has been appropriated for KCAST additional building to address the quandary of students who could not continue their studies due to persisting hike of matriculation fees as KCAST indeed has the lowest matriculation fee in the province. Dr. Aquino even cited that with such low and affordable tuition fee, the students seem to be scholars of the local government.

The realization of said project would eventually respond to the clamor of teachers and students on the lack of classrooms owing to the growing number of enrollees. KCAST is offering Bachelor in Elementary Education, Bachelor in Secondary Education major in English, Bachelor of Arts major in Social Science, Bachelor of Science in Agriculture, and Bachelor of Science in Business Administration major in Financial Management. To date a total of 715 students are enrolled in the 5 programs where 125 are expected to graduate this April 10 on its 2nd Commencement Exercises.

"I am happy that our big plans at the start of my administration are now being realized and by the next months, we will be starting other big projects such as the rehabilitation of the municipal plaza/town square amounting to 25M, construction of a new slaughterhouse which costs 6.8M and the 15M urban drainage system," the Mayor said.

The event was well attended by the KCAST Board of Trustees which the mayor chairs, barangay officials, municipal employees, and the school administration, faculty, staff and students headed by Dr. Emiliana M. Alegre. Atty. Joey Millan also graced the occasion. Board Member Larry Caminero, SB Members Ruby Balinggao, Glenn A. Corpuz, Alan E. Quezon, Freddie E. Pentacase, Porferio C. Tuna and Ernesto S.
