Feature: Health worker takes proactive approach

Manay, Davao Oriental (26 February) -- "Sukad sa akong treintay uno katuig nga nahimong BHW niining barangaya karon lang ko kakita og programa nga masulti gyud nako nga dako og natabang sa mga pobreng pamilya sa Manay (In my thirty-one years as BHW in this barangay, this is the first time that I have encountered a program that I, personally, can attest have been a great help to the poor families of Manay)," declared Mariwelda Sabilliano, a Barangay Health Worker in Barangay Central, Manay, Davao Oriental.

Mariwelda as a Barangay Health Worker for 31 years, has seen programs come and go. 4Ps, however, proved to be different. She believes in the program. "Makita gyud nako nga nakakat-on ang mga inahan. Mas ni-kooperar na gyud ang mga ginikanan nga magpa-immunize ug magpa pre-natal sa ilang mga anak (I have seen how they've learned. The parents are now more cooperative on getting immunization and pre-natal services for their children)," Mariwelda affirmed.

All 17 barangays of Manay follow the "No pre-natal, no immunization" principle. This principle however no longer applies to the 4Ps beneficiaries since they, themselves, are very proactive in availing their and their children's health services.

Subsequently, there has been a 90% increase, as of December 2009, on the number of 4Ps beneficiaries who avail of pre-natal and immunization services. "Sila na mismo ang moadto sa health center, dili na namo sila kinahanglan pa nga i-remind kanunay (They are the ones who go to the health centers, we do not have to remind them all the time)," Mariwelda added.

Analyn Amparo, a resident of Barangay Central and a mother of two, acknowledged the change that 4Ps made in their family. "Sa una ginatuman lang namo ang pagpa-immunize ug pagpatambal para makatuman sa mga kondisyon sa programa, apan sa kadugayan na-amgo namo nga maka-ayo gyud kini para sa amoa ug sa among mga anak ug usa pa libre man kini nga serbisyo (Before, we just availed of the immunization services and medical check-ups to comply to the conditionalities of the program, but later we realized that it is really for us and our children's good, besides the services are free)," Analyn shared.

The Pantawid Pamilyang Pilipino Program (4Ps) is benchmarked from the Conditional Cash Transfer programs from other countries. It provides cash grants to the poorest households to help improve the health, nutrition and education of children aged 0 to 14 years old.

The health conditionalities of the program are: (1) for pregnant women to get pre- and post-natal care and be attended by a skilled health professional during birth; (2) children aged 0 to 5 must receive regular preventive health check-ups and vaccines; and (3) children 6 to 14 years old must receive deworming pills twice a year.
