Northern Samar holds workshop on multi-sectoral quick reaction team

Catarman, Northern Samar (26 February) -- In order to address the extra judicial or extra-legal killings (ELKs) and enforced disappearances (EDs) at local level, the Northern Samar Peace and Development Forum (NSPDF) holds an organizational workshop on multi-sectoral quick response team (MSQRT) today at the RSCJ-SHIFT, Sophie’s Farm, Barangay Dona Lucia, Mondragon, Northern Samar.

The workshop will provide a venue where relatives of victims and the general public can report cases involving extra legal killings and enforced disappearances, seek assistance, request immediate investigation, get legal advice, request protection or seek psychosocial services.

Likewise, it will help facilitate communication and cooperation between and among government agencies and other stakeholders in cases involving extra legal killings and enforced disappearances, facilitate immediate action like assistance, investigation, prosecution, and other appropriate measures by concerned agencies and other stakeholders, document and monitor cases, help improve the capability of concerned agencies and groups in addressing cases involving extra judicial and enforced disappearances and raise public awareness and understanding of the phenomena of ELKs and Eds in order to deter, minimize or prevent future incidents.

The organization and composition of the MSQRT will vary depending on the conditions and opportunities in each pilot area. However, efforts should be made to include representatives for the following, where possible local government, Commission on Human Rights, Judiciary, prosecutors, police, military, IBP, social; workers, medical personnel, human rights organizations, church, and law schools.

The Asia Foundation has provided a grant to the Ateneo Human Rights Center being the secretariat at the national level for activities related to the establishment of the MSQRT in eight (8) pilot areas around the country, particularly for the conduct of consultations, focus group discussions, trainings and initial operations.
