Cagayan de Oro City (4 March) -- As the Pantawid Pamilyang Pilipino Program (4Ps) expands to 1 million beneficiaries nationwide, the municipality of Cabanglasan, in the province Bukidnon has been identified as one of its recipients. Around 900 beneficiaries were registered and will be receiving a maximum of P1,400 per household each month. The conditional cash grant will be used to improve their family's health and education.
To harmoniously implement the program in the area, the Department of Social Welfare and Development (DSWD) field office 10 conducted an orientation to the local government unit (LGU) and service providers particularly the representatives from the Department of Health (DOH), Department of Education (DepEd) and Department of Interior and Local Government (DILG). The partner agencies were informed on the goals, benefits and conditions of the program that will heavily need their cooperation and active participation.
During the orientation, many questions were raised especially by the service providers and one of these is on the supply side assessment.
DOH representatives were concerned on how they will be able to accommodate the beneficiaries since the vaccines issued to them are limited. Raiz Ampaso, 4Ps Focal Person, informed that DSWD is currently working with DOH to address the anticipated increase of demands especially on the medicines, vaccines, syringes and other health facilities.
School representatives on the other hand, suggested that it would be also helpful if the conditions include the academic performance of the students. They say that the attendance alone will not ensure the students eagerness to learn. With this, Ampaso reiterated that the partner agencies can definitely impose their advocacies with the cooperation of the department since the program's success is rooted from the collaboration of the stakeholders especially the service providers. Thus, whatever updates and programs that the agencies will implement will be highly supported by DSWD.
The orientation is also conducted to inform the LGUs on their roles in the implementation of 4Ps in the municipality. As discussed by Ampaso, the LGUs main role is to make sure that the health and educational needs of the people in their area will be met specifically in the supply side.
"Several 4Ps municipalities in the region have already shown their support to the program by building more schools, increasing the number of teachers, providing PhilHealth cards and adding more health facilities and medicines," Ampaso added.
The 4Ps is one of the strategies of the government to alleviate poverty by providing conditional cash grants to the extremely poor households to improve their health, nutrition and education specifically the children aged 0-14. The household beneficiaries were determined through a Proxy-Means Test after the conduct of household enumeration in the municipality. (DSWD X) [top]
