DBM conducts forum on 2010 fund release system
Tacloban City (10 March) -- The Department of Budget and Management Region 8 conducted on March 5 a forum on the Fiscal Year 2010 Fund Release System, Director Imelda Laceras informed.
Director Laceras said that with the approval of the FY 2010 Budget and the issuance of the corresponding guidelines on the release and utilization thereof, the DBM8 deemed it proper to conduct a forum to its clientele agencies namely, 10 State Universities and Colleges; DPWH and its 14 Engineering Districts, DepEd and its 11 Division Offices, TESDA and DOH including the Schistosomiasis Hospital and the Eastern Visayas Medical Center.
In her welcome remarks, Director Laceras shared her findings on the analysis of NCA utilization for the month of January 2010 of agencies under her jurisdiction.
A report coming from Ms. Joby Lobedica, DBM PIO-designate, indicated that among the findings were the significant rate of outstanding checks and NCA lapsation. Thus, Director Laceras gave emphasis on strengthening of cash programming to ensure resource predictability in the payment of goods and services delivered, she said.
In discussing the guidelines on the release of fund for FY 2010, Assistant Regional Director Edmund Talle stressed that the validity of the allotment to be issued charged to FY 2010 Budget is only until December 31, 2010.
This, ARD Talle said, is a breakthrough from the previous budgets wherein Maintenance and Other Operating Expenses (MOOE) and capital Outlay (CO) budget is valid until the end of the following year from the year the budget was approved.
ARD Talle also gave emphasis on the preparation of the Agency Budget Matrix (ABM) and the composition of the Needing Clearance portion.
The participants were given the chance to air their questions and other concerns in the open forum which followed.
Director Laceras expressed appreciation for the representation of all the client agencies and for the participantsí enthusiasm in participating in the forum, an indication, she said, of a good working relationship between them and the DBM. (PIA 8) [top]
