DAR launches more ARCP 2 projects
Catbalogan, Samar (4 May) -- Samar farmers with great anticipation for the program thanked the Department of Agrarian Reform (DAR) as they attended the launching and orientation of the Agrarian Reform Community Projects (ARCP 2) held on separate dates of April this year at Pinabacdao, Calbiga and Villareal.
This means only one thing to them - more project interventions in the future.
In a press release penned by Teresa Tijol of DAR ?Samar, she informed that ARCP 2 is one of the major projects of DAR that aims at poverty reduction in the agrarian reform communities.
The article further reported that along with other projects come rural infrastructure projects, agricultural, enterprise and institutional development to qualified local government units.
It is a five year project with a total project cost of $208.4 with fund cost sharing as follows: Asian Development bank (loan) $70M (34%), OPEC Fund for International Development(OFID) $30M (14%), Government of the Philippines, $52.4M (25); and the Local Government Units (LGUs) $56M (27%).
DAR conducted the series of launching/orientation of the project in full support and coordination of the respective LGUs.
As in the previous ARCP 2 launching in Daram ang Pagsanghan early this year, the barangay officials were briefed of the roles and obligation in carrying out the project wherein Provincial Agrarian Reform Officer (PARO) Gregorio ?Jun? Fiel reiterated that once the road or any infrastructure project is not maintained within ten years, the grant portion will be converted into a loan with their Internal Revenue Allotment (IRA) at stake.
In the same occasions, Director Elmo Banares acknowledge the cooperation of the local government units headed by Mayors Mario Quijano of Pinabacdao, Melchopr Nacario of Calbiga and Reynato Latorre of Villareal. He also informed the public that what qualifies their respective municipalities for inclusion to the project is the mayors? expressed willingness to support the project.
The DAR Director who is an Ilonggo tried to convey his message to the public in Waray-Waray.
"The LGUs and the barangay residents are the main actors of the ARCP 2 implementation and the DAR people are only support cast," Banares stressed.
These occasions were highlighted with the forging of DAR ? LGU commitment for the successful implementation of the DAR-ADB-ARCP2 project in Samar.
In closing, CARPO Nenita Abinguna, Chief of the Beneficiaries Development and Coordinating Division of DAR-SAMAR enjoined the listening public to be involved in fostering the development of their community by quoting aloud the ARCP 2 slogan "Pamayanan, Pagyamanin, Now Na!"
