DBM warns public against fixers, fake budget documents

Dagupan City (5 May) -- The Department of Budget and Management has warned the public against fixers and fake budgetary release documents being circulated by unscrupulous individuals and groups.
In a letter to heads of agencies and local government units in the Ilocos region, Director Janet Abuel said DBM Secretary Joaquin Lagonera has issued a disclaimer and warning against people who want to make easy money out of fund releases for government projects.
Lagonera's letter said fixers and bogus documents continue to thrive because the public allows them to.
He therefore urged the public to be "extra vigilant about fixers, fake documents and other irregularities in government transactions and to refrain from dealing with anybody of dubious intent to facilitate release of funds."
Lagonera clarified in his disclaimer that the DBM does not authorize any person to expedite fund releases for whatever purposes. He advised the public to always verify the authenticity of documents before engaging into contracts. Authentic budgetary release documents issued by DBM contain a specific bar code, official seal and other confidential security features, his disclaimer said.
Abuel, accordingly, explained that all budgetary transactions shall be undertaken directly with DBM through their regional offices for delegated agencies and local government units or through their Central Office for centralized and non-delegated agencies. (PIA-Pangasinan) [top]
