PNP-8 closely monitors election-related incidents
Camp Ruperto K Kangleon, Palo, Leyte (10 May) -- Pcsupt Rey Laquihon Laņada, regional director, bares that he has been reminding his men to take a proactive effort in any election related incidents with the allout support by the concerned stakeholders in the community just to ensure achieving honest, orderly, peaceful elections 2010.
"Even if this region will experience relatively peaceful election environment, the police will not lower its guards, since violence could erupt anytime during election period, so we are always ready," he added.
Lanada said he has deployed additional men to increase police visibility and the establishments of various checkpoints in municipalities to prevent any untoward violence to maintain honest and peaceful elections.
Recently, this office received reports that on 9 May 2010, at about 11:00 in the evening, a telephone call was received by Sta Margarita police station and informed that there was a shooting incident that transpired at Brgy Balud, Sta Margarita, Samar.
Upon receiving said information, elements of Sta Margarita police station led by Psi Angelo C Pueblos together with five PNCOs and SOCO team proceeded to the scene to verify the veracity of said information. Upon arrival at the scene, the team found out two dead bodies beside the national highway with gunshot wounds together with scattered spent shell for cal 5.56 mm (m16) rifle.
Initial investigation disclosed that the victims, identified as Lodrigo Dela Peņa and David Casaljay, both residents of Brgy Inoraguiao, Sta Margarita, Samar were on board a single motorcycle color blue marked Honda Bravo allegedly bringing undetermined large amount of money while on their way to Calbayog City. Another wounded victim was also identified as Ma Ofelia Balasbas, 67 yrs old. Motive of the incident is personal grudge and robbery.
The office conducted checkpoints in the boundaries of Gandara and Sta Margarita for possible interception of the suspects. Further investigation is still going on. Progress report follows.
Another incident that transpired that on 9 may 2010 at around 3:00 o'clock in the afternoon, at the boundaries of Silvino Lobos, Northern Samar and Matuguinao, Western Samar particularly in between Brgy Bag-Utan and Brgy Sta Cruz, Matuguinao, Samar under the AFP ISO operational jurisdiction, the members of the board of election inspectors (BEIs), namely: Elena Calagos of Brgy Ligaya and Pedro Baconawa of Brgy del Rosario, while on their way to deliver the PCOS and other election paraphernalia were fired upon by still unidentified suspects. The BEIs scampered to different direction leaving behind the PCOS and other paraphernalia. Immediately, elements of 34th IB 8ID Bravo Coy deployed in Matuguinao, Samar led by 1Lt Franchild Dusil responded to the area which resulted to the recovery of the PCOS machines and other election paraphernalia. No casualty was reported.
Relatedly, the RJSCC8 thru Comelec Regional Director Atty Jose Nick A Mendros has recommended to Comelec en banc to change the venue of elections of Barangays Ligaya, Carolina and Del Rosario to Brgy San Isidro of the same municipality. The 8ID AFP will provide additional six (6) squads composed of fifty four (54) personnel of Philippine Army to secure the area. Progress report follows.
