World Bank, DSWD to verify survey on poor households

Davao City (18 May) -- World Bank consultants and DSWD officials assigned in the National Household Targeting System for Poverty Reduction (NHTS-PR) are currently conducting Verification and Spot Checks in selected areas in all 17 regions nationwide.

Verification are done through key informant interviews and review of secondary data while Spot Checks are set in randomly selected municipalities through actual site visits and house to house re-interviews to check on compliance to set guidelines.

The activity aims to further strengthen data quality of the results of the recently concluded Proxy Means Test to poor households, and to prepare for eventual data sharing. Schedule for Davao Region is May 18-20 with Davao City as identified area.

To date, Enumeration in Davao Region has already covered some 495,150, overshooting the household target of 491,506. Of this figure, 439,909 or 88.84 per cent has already been encoded. Covered areas in Davao Region are 996 barangays in 40 municipalities and 6 cities.

For Davao Del Sur, total households covered is 130,758 in 336 barangays; Davao Oriental -68,961 in 149 barangays; Compostela Valley -100,327 in 237 barangays; Davao Del Norte -107,524 in 220 barangays; and Davao City -87,580 in 54 barangays.

Implemented by DSWD, NHTS-PR is a data management system that makes available a database of poor households as reference in identifying beneficiaries of social protection services. It aims to come up with a functional, objective and transparent targeting system that identifies who and where the poor are, thus reducing leakage of social services to non-poor and minimizing exclusion of the poor from said social services.

It uses the paper and pencil approach for its data gathering. The data will then be encoded into the computer system and a statistical formula (proxy means test) calculates the households' approximate income using proxy socio-economic variables that predict household income and allow for objective ranking, classification, and prioritization of households.

The data generated is the basis for classification of households into Food Poor (families whose income is below the food threshold level, i.e. not able to meet their basic food requirements); Survival Poor (those in between the food and poverty threshold, i.e. able to meet their food but not the other basic requirements); and Non-Poor (families living above the poverty threshold and able to meet their basic requirements).

Final results of the survey will then be made available to other government agencies and non-government groups as well as other authorized entities requiring such data. (DSWD/carmelacadigalduron) [top]
