4Ps beneficiaries swarm NSO Catbalogan, Samar

By Ninfa B Quirante

Catbalogan City (21 May) -- Beneficiaries of President Gloria Macapagal-Arroyo's (PGMA) Pantawid Pamilyang Pilipino Program (4Ps) swarm the National Statistics Office (NSO) in Catbalogan, Samar for the needed certificates of live birth for two weeks now.

As PIA Samar assists the NSO in its information dissemination this census on population and housing (CPH), it noticed the unusually long line that would start as early as seven in the morning.

One such client who resides in Hinabangan, Samar (some 37 kms south of Catbalogan) told PIA she has returned twice to stand in line for hours just to get her kids' birth certificates.

She identified herself as Noime Nabual, 25 who is a 4Ps beneficiary.

It is not uncommon to find children who are not registered in Samar barangays.

Ms Letecia Chu, NSO Provincial Statistics Officer said that most Samareņos only register their children if birth certificates are needed.

NSO Samar could not tell those in line to just return some time as the poor folks would only give them an indifferent stare.

Ms Chu told PIA that the office can only handle some 200 clients a day, their announcement about this only turn on deaf ears as the number of those falling in line these days are way too much for NSO to handle.

Apart from the 4Ps clients, candidate soldier recruits and students are also adding to the big bulk of those seeking the birth certificates.

Clients are too stubborn to give up their posts for anything, so they just return when not served and pray that the morrow will be better and NSO will then be able to serve them. (PIA-Samar) [top]
