Online drivers' licensing now in Kalinga

Tabuk, Kalinga (29 May) -- Applicants for driver's license are relieved from the long wait in the issuance of their laminated license cards with the electronic processing of drivers license now in the province.

District Quality Management Representative Jenelyn Angog explained that Kalinga is one of the first two provinces in the Cordillera and that received electronics system in the processing of driver's license. The other province is Abra.

The online processing is a great relief to drivers who have to wait for six months for the issuance of their drivers license issued only by the Land Transportation Office (LTO) head office in Manila.

Today, the long wait is reduced to four hours for new application, one hour for renewal and 30 minutes for student permits.

The upgrading of the licensing department, according to Angog, is under the Land Transportation Enhancement Program (LEAP) that aims to set-up on-line systems among district branches to hasten issuances of driver's licenses.

On-line district offices are provided facilities like license card laminator, optical memory reading machine and electronic camera. These facilities used to stay only at the LTO head office.

The system in Kalinga has been set in September 2009 and is now gearing towards its certification for International Operation Standard (ISO).

Angog said they are finished with the initial requirements in the certification on pre-audit and in-house assessment and that they are now preparing for the final step on outside audit to take place in June.

Once ISO-certified, performance of personnel at the district office is deemed excellent and that clients' satisfaction is the prime agenda, Angog said.

This entails additional personnel at the licensing department for data encoder, examination officer and lecturer, who are only designated as of now, Angog said.

Aside from speedy licensing, the new system has also cut the time in other transactions on vehicle registration, correction of personal data and other applications. (PIA-Kalinga) [top]
