DILG prepares LGUs for codification of ordinances
Iloilo (4 June) -- Local officials will soon learn to codify the ordinances previously passed by their Sangguniang Bayan/Panglungsod members and see what more ordinances will help them govern better.
DILG Regional Director Evelyn Trompeta said a common practice among local legislators is just to pass and pass ordinances that overlap or remain not implemented because they do not have any idea of previous ordinances passed.
The DILG has started training of trainors for the preparation of a Code of General Ordinance, a compilation of all ordinances passed by the SBs that will guide them what ordinances have been so far passed, implemented or amended.
Trompeta said this codification activity brings together various agencies to help the LGUs with specific areas for legislation.
"For environment code, for example, the DENR can come in and help, for Investments, the DTI, for Revenue Code, the Bureau of Local Government Finance, for health, the DOH," Trompeta said.
She said that the LGUs should have a code because, in the aspect of tax collection, most LGUs have a Revenue Code that was formulated years and years before, that showed the rates have not been upgraded, so the LGUs do not collect better taxes.
She added the code will help the LGUs formulate sound and responsive ordinances.
She also said that the Codification as an interagency activity, can make national government agencies focus their development efforts to the LGUs.
