DepEd warns on fees, enrollment collections

Manila (4 June) -- Schools collecting contributions as preconditions to enrollment may face administrative sanctions, warn authorities from the Department of Education (DepEd) at the weekly Kapihan sa PIA Thursday.

This as the government education department floors on the campaign to beckon children of school age back to schools and to do so, financial obstacles have to be removed, explained Bohol Division representative Dr. Erlinda Mahinay.

Divison Superintendent Lorna Rances reiterated that the position adopted by the whole education department is to make sure that all financial and non-financial obstacles are removed to keep the children in schools.

The DepEd has in its shoulders the constitutional mandate to provide free public education at the elementary and high school levels and attain the country's aim of education for all by 2015, explains Dr. Erlinda Mahinay of the City Division Office.

Moreover, the same is to attain a Millennium Development Goal (MDG) to increase universal primary school participation.

For this stand, DepEd authorities based their stands on Department Order no. 65 series of 201 issued by Secretary Mona Valisno.

In fact, the strict ban on exacting fess and contributions also cover authorized and voluntary contributions especially on the first month or enrollment.

DepEd names its authorized voluntary contributions as Boy Scouts of the Philippines (BSP) Girl Scouts of the Philippines (GSP) Anti-Tuberculosis Drive, Parents Teachers Association contributions, school publication and membership in school organizations.

Whiles these fees and contributions are banned, collection may start on the second month, but on voluntary basis.

Even Parents'-Teachers Associations collections can only start after it has presented to its members and the school administration the utilization of the previous school year's collections.

The education department has also assured pupils promoted to the next level they are automctically enrolled.

If they may come, its for the sectioning and other pre-opening preparations as the school administration deems as necessary, Dr, Mahinay said.

Only those pupils entering grade 1, students entering first year high school and transferees are needed during the enrollment period, she added. (PIA-Bohol) [top]
