MNLF bats for amendment of RA 9054

Koronadal City (18 June) -- The leadership of the Moro National Liberation Front (MNLF) remains firm in its stand on the need to amend Republic Act 9054 or Organic Act in Muslim Mindanao. For the MNLF, the present Autonomous Region in Muslim Mindanao (ARMM) is not the solution to the grievances and problems of the Bangsamoro people.

MNLF secretary-general and outgoing Cotabato City Mayor Muslimin Sema said, the present status of the ARMM runs counter to the 1996 GRP-MNLF Final Peace Agreement.

The disparity in the provisions of the 1996 GRP-MNLF peace pact and RA 9054, Sema said, has caused confusion among the people, citing the present five provinces comprising the ARMM instead of thirteen as stipulated in the peace agreement.

"As of now we only have five. Bakit lima lang dahil ito sa revision na ginawa noong 2001 na hindi sinuportahan o sinang-ayunan ng MNLFdahil sa pagkalito ng mga tao sa pagboto sa isang awtonomiya na walang lakas dahil kung titingnan mo iyong batas, Republic Act 9054 ay malayo doon sa mga probisyon ng peace agreement na nilagdaan noong 1996," Sema said.

Sema expressed disappointment over the failure to amend the provisions RA 9054 which are inconsistent with the 1996 GRP-MNLF Final Peace Agreement.

In reaction, ARMM Executive Secretary Atty. Naguib Sinarimbo said, RA 9054 provides the equal sharing between the national and regional governemt in the revenues generated by the autonomous region while in the 1996 GRP-MNLF peace agreement states bigger share for the ARMM.

"If we put in between the Office of the President and the Office of the Regional Governor, we create another layer of bureaucracy that effectively defeats the concept of an autonomy," Sinarimbo said.

As this developed, Sema said the MNLF remains confident that the issue on the full implementation of the peace agreement would be resolved and addressed.

"Marami ang nangarap na maging maganda ang kahihinatnan ng pagkakapirma ng kasunduan subalit iyong expectations ng pagkapirma na iyan ay hindi nangyari ay marami ang nabigo na hindi natin alam kung ano ang kanilang iisipin," Sema said. (pbc/PIA) [top]
