DA empowers InfRES municipalities

Zamboanga City (15 July) -- Six municipalities drafted their respective Subproject Completion Report (SPCR) as an output to the three-day writeshop held last week at the Department of agriculture's Western Mindanao Integrated Agricultural Research Center (DA-WESMIARC) in Sanito, Ipil, Zamboanga Sibugay.

Thirty participants from Ipil, Mabuhay and Diplahan in Zamboanga Sibugay and Tukuran, Kumalarang and Ramon Magsaysay, Zamboanga del Sur were trained to perfect terminal reports. These municipalities are enrolled to the Infrastructure for Rural Productivity Enhancement Sector (InfRES).

Drafts are now subject for critiquing and further packaging. Final output will be collected from the LGU by July 31, 2010 for submission to the central office.

The SPCR is a comprehensive report that must be prepared by the Local Government Units after the subproject civil works have been successfully concluded and to be consolidated by DA-RFU 9- InfRES personnel.

Mr. Reynaldo Campomanes said that the InfRES project will end in 2011 and there might be a possibility for its extension on another project name. Thus the DA trains LGUs to ensure that lessons learned in the different stages of project implementation are captured.

There were 12 writeshops presented to come up with the SPCR. These were divided in five topics such as LGU Profile and Subproject information; Subproject Management Process and Result; Effectiveness of Trainings Attended; Subproject Emerging Benefits; and Lessons Learned and Recommendations.

Before the writeshop proper, 12 templates were provided to the LGUs for them to comply so that data will be made available during the training. They were also asked to bring along with them their Subproject Appraisal Report (SPAR) and Feasibility Study (FS) for referrals.

Gracing the Opening Program were Dr. Dennis Palabrica, Assistant Center Manager of WESMIARC and Mr. Raul Ramon Bucoy, APCO for Zamboanga City.
