The training, which is actively supported by Governor Arturto T. Uy, was participated in by women leaders, youth leaders, IP leaders and social workers from the different municipalities of the province.

The training is in line with the vision of the provincial government of coming up with a gender sensitive plans and implementing programs which truly answers the economic and social demand of the Comvaleņos. "BEST" for GAD aims to enhance and roll out the facilitating skills of those who are handling programs beneficial to various sectors in the different municipalities. Participants of the training is expected to become a facilitator who will explain, demonstrate and inspire the program client or beneficiary to be implemented.

According to the master facilitator Mrs. Floreza Ligayo, COMVAL constituents are very privilege to have a governor who is sincere in the development of the province in all aspect. "I've been into the different parts of the country to train people both in government and in private, but I am very impressed with the kind of leadership that Governor Uy has. He has that genuine intention to serve the people of the province, spending money for the purpose of enhancing the skills and potential of his frontline service providers like the people who are here for the training is indeed a manifestation that the governor really wanted to have a kind of government service that is pro-people which serves and answers the need of the client regardless of sex, religion and political affiliation.

The training is indeed very helpful for the participants, it is a great aid, tool and guide in performing respective task as focal person in the different sectors that the father of Compostela Valley wanted to serve. Aside from the enhancement of facilitating skills, participants were also enlightened with the guiding principles of an effective government worker, that whatever and wherever we serve, we should always serve with a magnificent version of ourselves thereby giving our community the kind of service that they deserve.
