Gov. Moreno, 4ID general to formally sign ISO turnover next week

Cagayan de Oro City (15 September 2010) -- Philippine Army and the Provincial Government will sign on September 21 a Memorandum of Agreement on the handover of internal security operations (ISO) of Misamis Oriental to the local governments.
This after improved peaceful and orderly environment in the province and sustained reduction of the CPP/NPA into inconsequential level with its politico military infrastructure long dismantled.
The 403rd Infantry Brigade Commander and the Director of Misamis Oriental Provincial Police Office jointly recommended to the PPOC that the ISO responsibility in Misamis Oriental Province should be turned over to the Local Government Units.
With manageable level of criminal activities for the past five years, which the PNP has the capacity to address, PPOC has agreed to accept the recommendation.
Although, they acknowledged the insurgent's armed group and political component still has remnant members trying to recover the lost ground, with the joint effort of the AFP, PNP and the PPOC peace and development initiatives in place, it can be always prevented.
Meanwhile, the MOA states that the handover of ISO responsibility does not prevent the AFP to take part should there be a need, especially in eliminating the remnants of rebels operating in Misamis Oriental.
After the turnover, the Misamis Oriental PPOC is tasked to provide support and ensure that all Municipal Peace and Order Councils (MPOC) will formulate their local peace and development initiatives to address the root causes of insurgency in their respective areas of responsibility.
A PPOC-ISO sub-committee will likewise be created to monitor and periodically assess and submit a report to the PPOC Chairman the prevailing internal security situation.
The signing is scheduled on the 21st to go with the historical declaration of Martial law, while the date is also declared as the International Day for Peace. (PIA-10) [top]
