Officials, NGAs, civil society organizations gather for RPOC Reconstitution

Cagayan de Oro City (16 September) -- Governors, City Mayors, heads of National Government Agencies, and representatives of the private sectors gathered on September 15, 2010 at the Grand Caprice, Cagayan de Oro for the Reconstitution of the Regional Peace and Order Council (RPOC) in region 10.

The Department of the Interior and Local Government, being the Head RPOC-10 secretariat, initiated the activity yesterday pursuant to Executive Order No. 773 titled "Further Reorganizing the Peace and Order Council" as enunciated by Unnumbered Memorandum dated August 11, 2010 of SILG Jesse M. Robredo.

In the directive, all LGUs are to reconstitute their respective local Peace and Order Councils to strengthen its orchestration of internal security operations efforts of civil authorities and agencies, military and police.

Regional Director Loreto T. Bhagwani presided over the RPOC meeting for the nomination of the new RPOC-10 Chairman and Vice Chairman.

The body unanimously nominated Camiguin Governor Jurdin Jesus M. Romualdo as RPOC-10 Chairman and Bukidnon Governor Alex P. Calingasan as Vice Chairman, respectively. The Council will endorse the nominations for the appointment of the two by the DILG Secretary and for approval by the President of the Philippines as mandated by EO 773.

Moreover, as provided in Section 1 of EO 773, there shall be one (1) representative of the Mayors of the Component Cities chosen among them. Ozamiz City Mayor Nova Princess Parojinog-Echavez was chosen by her counterparts as the Component City representative to RPOC-10.

Representatives of the Philippine National Police, Philippine Army and the Philippine Drug Enforcement Agency each gave their Regional Situational Report during the activity.

Earlier, Governor Oscar S. Moreno gave the welcome remarks and added in his speech that "it is not enough to do our jobs, but help others to do their jobs."

Other local chief executives present that day were: Valencia City Mayor Leandro Jose H. Catarata, Tangub City Mayor Philip T. Tan, Malaybalay City Mayor Ignacio W. Zubiri, Kalilangan Municipal Mayor Nenita M. Suyao, and Mambajao Municipal Mayor Ma. Luisa D. Romualdo.

Heads and representatives of the Regional Management and Coordinating Council (RMCC) were also present, namely: NAPOLCOM Regional Director Ma. Luisa J. Ofina, PPSC-RTS10 Regional Training Director Benito O. Ramos, P/SSupt Catalino Rodriguez (representing PNP Regional Director P/Csupt Conrado E. Laza), J/Supt Isabelo Cartin, Jr. (representing BJMP Regional Director J/SSupt Pio B. Capistrano), and Assistant Director for Administration Lindy Lauzon (representing BFP Regional Director F/Ssupt Eleuterio N. Iturriaga).

Other guests were Col. Virgilio Espineli, Assistant Division Commander of 4th Infantry Division, Philippine Army; Fr. Nathaniel Lerio, AGGAP Director of Archdiocese of Cagayan de Oro City; Regional Directors of various NGAs, heads of various civil society groups, and the DILG field commanders. (DILG) [top]
