Capiz holds festival management session

by Jemin B. Guillermo

Roxas City (29 September) -- To further promote the province of Capiz as one of the potential tourist potentials in the country, Capiz Governor Victor Tanco has invited an expert to share insights on the management of festival.

Professor Felipe de Leon, a noted ethnomusicologist, was invited during the meeting of the Sinadya sa Halaran to lecture on festival management to give inputs and direction for the group, particularly in promoting said festival to attract more tourists.

According to De Leon, to promote, sustain and attract both local and foreign tourists, a festival must have an identity.

He said that the basis of the sustainability of a festival includes the object of devotion, thematic focus or clarity, people's initiative, simultaneity of events and relevance to the community.

"Filipinos are highly participatory," De Leon said, adding that a successful festival always involves the participation of the people.

He also cited the facets of cultural works as a guide to identify what are distinct in Capiz, namely originality, indigenousness, authenticity, uniqueness, historicity, magnitude, and excellence.

On the other hand, Provincial Tourism and Cultural Affairs Office head Alphonsus Tesoro explained that the lecture by Professor De Leon aims to enrich the knowledge as well as deepen the appreciation of the Sinadaya sa Halaran festival members on promoting and improving the said festival here, including other special events of the province.

Tesoro stressed that the enrichment session would likewise help Capiznons in festival organizing, Capiz having been a host of various national and international events already.

He added that in 2008, a lecture on music and choreography was also held here by experts in line with the Sinadya sa Halaran festival.

Sinadya sa Halaran (loosely translated as "joyful in offering/sharing") festival is a jovial celebration of thanksgiving and sharing of blessings that took forms in programs and activities that depict oneness of Capiznon with his Divine Source of blessings, with the blessings themselves, and with the whole humankind.
