LGA chief cites importance of LGRRC to LGUs

Tacloban City (11 November) -- The executive director of the Local Government Academy (LGA), Marivel C. Sacendoncillo cited in her message the importance of the Local Governance Regional Resource Center (LGRRC) to Local Government Units (LGUs) in Eastern Visayas in its formal launching during the Multi-Sectoral Local Governance Forum held yesterday, November 10, 2010 at the DILG Regional Office.
Director Sacendoncillo said the launching of LGRRC would help strengthen local governance as its establishment is aimed to enhance the capacity development of LGUs in Eastern Visayas in the areas of governance, administration, social services, economic development and environmental protection.
It is a local government mechanism established to gain awareness and give opportunities to local chief executives in the region for the enhancement of their capacity development in their respective LGU, the LGA executive director disclosed.
"Lot of things will happen at the local government units since lot of development concerns are to be addressed in LGRRC", Villareal stressed.
The LGA chief who hails from Villareal town in the province of Samar informed that there are LGUs in the country that has developed without making resources or money as its problem in pursuing their development programs, projects and initiatives.
"It is not a question of money but a function of capacity that hinders development in LGUs in some parts of the country", Villareal further said.
She further said that LGRRC is a virtual facility where knowledge, experience and technology in local governance on capacity development can be accessed by any LGU that wanted to put to practice successful capacity development initiatives undertaken by other LGUs.
The establishment of LGRRC is a result of studies that will help in local governance since capacity development initiative in previous years is a "hit and miss thing", she further informed.
Villareal asked the officials and employees of DILG, local chief executives and members of the private sectors present during the forum to work on together and to do one's share to bring back the quality of life of Filipinos better in every barangays, municipalities, cities and provinces in the country to where it should be.
"To achieve a better quality of life for Filipinos will only happen if everybody makes local governance his business", Villareal further stressed. (PIA 8) [top]
