DILG-10 holds quasi judicial confab for local councilors
Cagayan de Oro City (11 November) -- The Department of the Interior and Local Government, region 10, as part of its mandate to capacitate the local officials, started yesterday a series of orientation on quasi-judicial functions of local officials that will end until the first week of December this year.
All Sangguniang Bayan and Panlungsod members of the 52 participating cities and municipalities in the region will attend the seminar, respectively.
The Department's frontline personnel with expertise and training on local legislation, specifically in the conduct of training on quasi-judicial functions, will give expert advice and technical assistance to the local sanggunians during the activity.
These local Sanggunians, as a repository of legislative power, such that the local bodies perform administrative and quasi-judicial functions, need to be constantly updated with systematic procedural process in conducting formal administrative investigation in their respective local government units, and also to ensure its compliance to the rules and regulations embodied in the Local Government Code of 1991.
According to DILG-10 Regional Director Loreto T. Bhagwani, through this seminar, the participants shall be able to enhance their knowledge, skills and attitude for them to expeditiously and judiciously conduct administrative investigation on the complaints filed against erring elective barangay officials in the performance of quasi-judicial functions.
Topics included are: Latest Trends and Issues Affecting Local Governance; Conferment of Jurisdiction in the Sanggunian Rules of Procedure in the Investigation of Administrative Cases Filed Against Elective Barangay Officials; Formulation of the Rules and Procedure in the Conduct of Administrative Investigation; and Technical Legal Writing.
