Cebuano News: Robredo gusto og dugang benepisyo alang sa mga barangay opisyal

Manila (Nob. 30) -- Si Interior and Local Government Secretary Jesse Robredo nagpasabot pag-ayo sa panginahanglan sa pag-usab sa Local Government Code nga maghatag og dugang proteksyon og mga benepisyo ngadto sa mga barangay nga mga pinili nga mga opisyales.

Si Robredo mihimo sa mao nga mensahe atoll sa dili pa lang dugay nga mass oath-taking sa tanan nga bag-o pa lang nga napili nga Barangay og Sangguniang Kabataan nga mga opisyales sa 33 ka mga barangay sa Candaba, Pampangan nga gipahipayon didto sa Ms. Earth Park sa Barangay Mandasig.

"Adunay panginahanglan sa pag-amenda sa Local Government Code nga mag-abli sa dalan alang sa dugang benepisyo ngadto sa atong pinili nga mga opisyales," matud ni Robredo.

Matud niya nga ang kasamtangan nga mga pamalaod nga nagdumala sa hingtungdan nga mga opisyales. "sila (barangay og SK opisyales) wala gani maila ingon nga mga empleyado sa gobierno."

Gani, matud niya nga sila nagdawat lamang og mga honorarium ingon nga mga publiko nga alagad.

PNP 8 says Eastern Visayas generally peaceful

Tacloban City (30 November) -- The leadership of the Philippine National Police here in region 8 said that the peace and order situation of Eastern Visayas continues to manifest a peaceful situation.

This was the general situation of the peace and order in the region as presented in a report by PSSupt Edgar Basbas, Deputy Regional Director for Operations of PNP 8 during the Peace and Order Council (RPOC) meeting held recently in Leyte provincial capitol.

The PNP report entitled Region 8 Crime Situationer presented during the RPOC meeting covers the period from January to October, 2010. It also shows a comparison of crime situation of the same period of last year.

The PNP report showed an increase of 1,948 in the total crime volume from 2,370 in 2009 to 4,318 in 2010; an increase of 1,559 in index crime from 1,389 in 2009 to 2,948 in 2010 and an increase of 389 in non-index crime from 981 in 2009 to 1,370 in 2010.

It was shown in the report that of the total crime index from January to October 2010, crime against property constituted 54% while crime against property constituted only 46%.

In the distribution of index crime from January to October, 2010, theft recorded the highest with 1,155 cases, followed by physical injury-818 cases; robbery-401 cases; murder-350 cases; homicide-116 cases; rape-71 cases; cattle rustling-6 cases; and carnapping-3 cases.

In the distribution of index crime from January to October, 2010, Tacloban City Police Office recorded the highest with 839 cases followed by Leyte Police Provincial Office-444 cases; Ormoc City Police Office-356 cases; Samar Police Provincial Office-345 cases; Southern Leyte Police Office-305 cases; Eastern Samar Police Provincial Office-294 cases; Biliran Police Provincial Office-211 cases and Northern Samar Police Provincial Office-154 cases.

In the distribution of non-index crime, Leyte-PPO has the highest with 280; Tacloban City - PO - 220; Southern Leyte - PPO-204; Biliran-PPO - 203; Samar-PPO -192; Eastern Samar-PPO - 127 and Northern Samar-PPO with 55 cases.

It was also shown in the PNP report that of the 4,318 total number of crime reported for the period, 642 cases were solved and 1, 147 cases were cleared bringing a crime solution efficiency rate of 14.87% and crime clearance efficiency rate of 26.56%.

The PNP report showed an increase in the average monthly crime rate and average monthly index crime rate from 5.44% in 2009 to 9.91% in 2010 and from 3.19% in 2009 to 6.76% in 2010 respectively.

It was shown in the report that Tacloban City-PO posted the highest average monthly crime rate of 38.14% followed by Biliran-PPO - 24.07%; Ormoc City-PO ? 21.74%; Southern Leyte-PO ? 11.98%; Eastern Samar-PPO ? 9.31%; Samar-PPO ? 6.81% AND Leyte-PPO ? 5.09%.

It was also highlighted in the PNP report that murder cases are mostly perpetrated with the use of unlicensed firearms and more pronounced at 11:00 o'clock in the morning and 11:00 o'clock in the evening where Calbayog City recorded the highest with 36 incidents. Calbayog City also recorded the highest homicide cases and is evenly spread within the 24 hour period with 15 incidents.

Tacloban City posted the highest incidents of physical injuries that are pronounced between 3:00 o'clock in the afternoon to 10:00 o'clock in the evening with 151 cases. The city posted also the highest incidents of theft cases that are prevalent between 2:00 o'clock in the afternoon to 11:00 o'clock in the evening with 555 incidents and robbery cases that are prevalent between 7:00 o'clock to 9:00 o'clock in the morning with 103 incidents.

The leadership of PNP in the region vowed to intensify and sustain its campaign to maintain peace and order in Eastern Visayas.

Meanwhile, PSSupt Basbas clarified that the criminality rate in Eastern Visayas is much lower compared to the national crime rate and is low compared to other crime rates in other regions of the country.

He added that the kind of crimes committed in the region are low profile crimes compared to high profile crimes such as bank robberies, kidnappings and other high profile crimes that are present in other regions and are non-existent in Eastern Visayas.

These were the points raised by PSSupt Basbas on several queries from some council members as to the declaration of PNP 8 of Eastern Visayas as generally peaceful despite the increasing trend of criminalities in the region. (PIA 8) [top]
