Lady solon dreams of making the mentally challenged become more productive

Tacloban City (October 1) -– Representative of the First District of Leyte, Honorable Remedios Loreto Petilla revealed that aside from the House of Representatives’ bill setting English as the medium of instruction, she has also other pending bills pertaining to education.

First, she has sponsored House Bill 04699 which is on the education and welfare of Special Persons, particularly, “An Act Establishing a Productivity Center for Mentally Challenged Persons in the First District of the Province of Leyte and Appropriating Funds Therefor.”

This bill, Representative Petilla said will make the mentally retarded or mentally challenged persons in the first district of the province of Leyte, more useful and more productive members of society.

The development-oriented Lady Solon said that if the bill is passed in Congress, then every municipality in the First District of Leyte will have a Productivity Center for the Mentally Challenged Persons where the same will be taught special skills that will make sure that they are gainfully employed.

She said that in Hongkong, she saw that these special persons are made to become useful citizens, they are not being treated as somebody different from normal persons. They are given the chance to earn their own income. Surely, there are chores which they can do which will not only give them the chance and the privilege to earn their living but to have the fulfillment of being productive as normal people do.

She observed that there are many mentally challenged persons in the various municipalities of Leyte. Some families are even ashamed to introduce them to their friends and neighbors. These people are just a hairline away from being normal and with patience, are capable of being taught and trained.

The Lady Solon said that the bill is now pending with the House Committee on Education and Welfare of Special Persons where it is scheduled for third reading already. (PIA 8) [top]
