Gov't infra monitoring system reorganized

Iloilo City (2 October) -- The government's infrastructure monitoring system was reorganized with the issuance of Executive Order 564, to speed up the implementation of pump-priming projects and show full transparency in government transactions.
In Executive Order No. 564, President Gloria Arroyo merged the Regional Project Monitoring and Evaluation System (RPMES) with the Infrastructure Monitoring Task Force Projects Performance Tracking System or pro-Performance System and placed both under the Presidential Management Staff (PMS).
The order provided that all infrastructure projects must undergo the scrutiny of the revitalized Pro-Performance System that includes development and quality, financial performance and timeliness.
Under this new presidential order, the Pro-Performance System will monitor the Medium Term Public Investment Program from 2006-=2010, especially the SONA commitments, major infrastructure projects, health and education programs.
The Pro-Performance System will provide independent and up-to-date constructive information on the overall status of project implementation as well as identify areas that need interventions by lead agencies.
The system will also reinforce public-private partnership and collaboration in monitoring government projects, such as airports, seaports, roads and bridges.
The President assigned PMS chief Arthur Yap to head the secretariat of the Infrastructure Monitoring Task force that will carry out Pro-Performance System.
She also invited the Philippine chamber of Commerce and Industry and a representative from the intelligence community to advise the task force and the PMS. (PIA 6) [top]
