2006 Presidential Lingkod Bayan Awardees bared

BUTUAN CITY (October 2) -- The Civil Service Commission (CSC) recently awarded the recipients of this year's Search for Outstanding Public Officials and Employees under the Presidential Lingkod Bayan Award category, during the awarding ceremony held recently at the Tanghalang Nicanor Abelardo, Cultural Center of the Philippines.
In a written statement, Karina Constantino-David, CSC Chair said, out of 116 nominations evaluated by the committee, 31 of them eventually became semi-finalists.
In the individual category, five nominees made it to the finals composed of two each from Luzon and Visayas, and one from Mindanao.
Luzon awardees are Elena Badival, Head Teacher VI and Assistant Principal Designate of Baguio City National High School, and Julia Capulong, Special Education Teacher 1 of Padre Mariano Gomez Elementary School in Sta. Cruz, Manila. Visayas region awardees are by Concepcion Municipal Mayor Raul Banias of Iloilo and Noel Joseph Machon, a Secondary School Principal of Looc National High School in Romblon, while National Economic and Development Authority (NEDA) Region 10 Director Casimira Balandra was the sole awardee in Mindanao.
Meanwhile, the Farmer-Scientists Training Program (FSTP) in Community-Based Production System for Sustainable Agricultural Development of the College of Agriculture in UP-Los Baños Laguna won the group category and shared the award with the Municipal Health Office of Sta. Marcela, Apayao.
The Presidential or Lingkod Bayan Award is conferred on an individual or group of individuals for exceptional or extraordinary contributions resulting from an idea or performance that had nationwide impact on public interest, security and patrimony.
Each Presidential Lingkod Bayan Awardee received gold (gilded) medallion. In the group category, a plaque containing a citation signed by President Gloria Macapagal-Arroyo was awarded to the winners while a Php 100,000 cash prize was given each to the individual and group winners.
