Ifugao dads adopt RH ordinance

LAGAWE, Ifugao (9 October) -- In pursuit of sustainable development, the provincial dads here adopted an integrated and comprehensive reproductive health care and responsible parenthood ordinance.
Provincial Ordinance (PO) No. 2006-033 focuses on the time-honored value of respect for human dignity, people's right and their families. It is founded on the principle that upholding the right of every, including the right to equality and equity, the right to development, the right to reproductive health, the right to education and the right to choose and make independent decisions on the number, spacing and timing of their children should be in accordance with one's religious convictions, cultural beliefs and demands of responsible parenthood, the ordinance stated.
Reproductive health is the state of complete physical, mental and social well-being, and not merely the absence of disease or infirmity in all matters relating to the reproductive system and to its functions and processes. On the other hand, responsible parenthood is the ability and commitment of parents to respond to the needs and aspirations of the family and children.
Authored by vice-governor Glenn Prudenciano with board member Joseph Odan, Nora Dinamling and Maritess Tumapang as co-authors, the provincial government aims to provide access to safe and quality reproductive health care services to couples and individuals here. It will also provide a ready, accurate and complete information on reproductive health.
The second province in the country to come up with such an ordinance, the PO stated that the provincial government will provide responsible education to all people here about reproductive health; promote the involvement and participation of, and provide actual policy, program and financial support to NGOs in reproductive health care and service delivery and in the production, distribution and delivery of high quality reproductive health and family planning supplies and commodities to make them accessible and affordable to the people.
The PO also aims to strengthen the capacities of health facilities, regulatory agencies, health-service providers to ensure safe, high quality, accessible and affordable reproductive health services and commodities.
With the ordinance, the LGU will ensure the planning, implementation, monitoring and evaluation of appropriate and effective reproductive healthcare and family planning programs at the provincial, municipal and barangay levels.
The PO provides the creation of a provincial RH and Responsible Parenthood Council which shall be composed of the following: Chairperson, provincial governor; Co-chair, provincial health officer; and members: provincial population officer, provincial social welfare officer, chairperson of the Sangguniang Panlalawigan, Committee on Health; five representatives from NGOs, POs and the Philippine Information Agency (PIA) manager.
The council shall assist the different local government units in all levels within the province in setting the direction and development efforts for reproductive health and responsible parenthood programs. (PIA-Ifugao) [top]
