DILG-10 urges local officials to adopt LGPMS
Cagayan de Oro City (12 October) -- The Department of the Interior and Local Government (DILG) Region 10 (DILG-10) is enjoining all provincial governors, city and municipal mayors and Sanggunian members to adopt in their respective localities the Local Governance Performance Management System (LGPMS).
LGPMS is a self-assessment tool used to primarily evaluate the level of performance and productivity of LGUs in areas of governance, administration, social services, economic development and environmental aspect.
The system aims to generate information that could be useful to the local unit in the pursuit of good local governance. From the information generated, LGUs can then come up with decisions or appropriate actions for the development of effective programs and projects, on the delivery of services, and actions on how to optimize its investments or resources.
This web-based system had been actually field-tested in 113 local government units two years ago. DILG Central Office has reported that 68 provinces and 98 cities and 1,252 municipalities nationwide have already accepted the LGPMS.
Specialists of the program are trained technical personnel from DILG and senior executives from the LGU level, such as the Planning Officer, Accountant, and the like.
DILG-10 Regional Director Quirino Libunao sees the significance of the system in terms of establishing performance benchmarking and in generating data for local policy development.
Presently, a series of trainings had started for users of the system in different regions nationwide, especially from LGUs that have yet to adopt the system. Trainees were divided into 46 clusters.
In Region 10, the municipalities of Lanao del Norte and Bukidnon belong to cluster 37, municipalities from the province of Camiguin will be under cluster 41 and Misamis Occidental municipalities will belong to cluster 42. These trainings will be held on October 24-25 at Davao City.
Moreover, the municipalities from the province of Misamis Oriental will belong to cluster 43, in which the training will be held on November 7-8 at Davao City.
All cities of Visayas and Mindanao will be under cluster 45, and provinces will be under cluster 46. The training for the two clusters will be held on November 7-8 at Cebu City.
Interior Secretary Ronaldo Puno, in a statement, expressed hope that through this training, the concerned local government personnel will be empowered on the use of the upgraded LGPMS software, in problem prioritization and analysis, in generating reports and in linking information to decisions or actions.
