During the opening program of the two-day event, Governor Belac gave emphasis on the importance of improving the institution's human resource aspect. "Develop a person and you will see improvement in his work," he said. Providing a framework for the province to follow, resource speakers from the provincial government of Nueva Vizcaya led by the Provincial Planning and Development Officer (PPDO) Mike Jubay were invited to present the strategies employed by the Nueva Vizcaya LGU making it again winner of the ‘Best in Local Governance Award’.

As part of the scheme, Belac issued Executive Order No. 2006-07 constituting the Organizational Development Task Force (ODTF) of the Provincial Government which is tasked to conduct an organizational diagnosis to determine the strength and areas of improvements in the provincial government and to facilitate and assist developing and crafting high impact, critical, creative and innovative programs and projects to strengthen the human resource of the provincial government.

The task force will also be responsible in facilitating and assisting in the review of the organizational structure of the LGUt. This will be the task force's basis of recommendations for its improvement.

The ODTF is chaired by the Provincial Government Assistant Department Head, Bansen Bangibang and co-chaired by Administrative Officer III, Domingo Bakilan. Members are composed of rank and file personnel of the provincial government.

After the orientation, the task force immediately conducted a weeklong assessment on personnel work performance of the various departments of the provincial government. (ggd/PIA-Kalinga) [top]
