Energy sector lauds EO for transparency in gov't awards

Iloilo City (16 October) -- Leaders in the energy sector lauded the issuance of President Arroyo of Executive Order 556 which provides transparency in the awarding of government contracts, that will regain the confidence of local and foreign investors in the country.

EO 556 defines transparency as a government policy that specially disallows farm-in or farm-out contracts awarded by any government agency. It also requires government agencies to follow the line of competitive bidding, especially for projects, such as oil exploration, which involve billions of pesos.

The energy leaders said that serious doubts usually arise when there is no competitive bidding process, as in farm-in or farm-out agreement, the winning of a contract rests on a government official granting the award.

In a bidding process, the winning of a government award rests on the qualifications and capability of a bidder. Farming-in or farming-out of contracts by any government agency does not conform with the strict requirements of a bidding process.

On the other hand, concerned officials and employees of the Philippine National Oil Company (PNOC) asked President arroyo to appoint a leader in the agency that has a capability of attracting investors and practices transparency, and one who will protect the interest and welfare of the country, not that of the foreigners.
