Barangay assembly day set October 21

Legazpi City (18 October) -- The Department of the Interior and Local Government (DILG) encourages all barangays to conduct their respective Barangay Assembly Day on Saturday, October 21, 2006.

DILG Bicol regional director Blandino Maceda said that Secretary Ronaldo Puno has issued memorandum circular 2006-131 requiring the punong barangays to undertake the following activities pursuant to Section 397 of the Local Government Code of 1991: 1) Present the Accomplishment and Financial Reports from January to June 2006; 2) Discuss problems, current issues and concerns affecting the barangay; and 3) discuss Action and Financial Plans for CY 2007.

Maceda said the DILG also enjoins all provincial governors, city and municipal mayors to extend assistance to the barangays within their jurisdiction to ensure the successful conduct of the barangay assembly.

To encourage the residents to attend the Barangay Assembly the punong barangays were advised to undertake other activities such as: 1) Poster making or Essay Writing contests in celebration of Children’s Month; 2) Forum on Human Rights; and 3) photo exhibits in observance of Statistics Month.

Maceda said all DILG provincial offices in Bicol have already caused the immediate and widest dissemination of the Barangay Assembly Day through its DILG field officers. “Copies of the DILG Circular were already distributed to all LGUs to serve as their guide in conducting said activity.”

DILG Camarines Sur provincial director Danton M. Vibar in a report, said the entire team of the DILG in the province is ready to render technical assistance to all LGUs to ensure the success of the event.

Danton said the field officers were also reminded of the submission of a monitoring report within three days after the conduct of Barangay Assembly Day as basis in the preparation of a provincial consolidated monitoring report to be submitted to the DILG Regional Office and the National Barangay Operations Office (NBOO).
