Biliranons cite NSO for great service

Naval, Biliran (20 October) -- The provincial field office of the National Statistics Office (NSO) in the province of Biliran serves the Biliranons the most when they no longer need to go to the cities of Tacloban, Cebu, or Manila just to secure authenticated copies of their certificates of live birth, marriage contracts, and death certificates of their departed ones.
NSO Biliran started in operation in January last year under the leadership of Rose Marie V. Lumbre, Provincial Statistics Officer, with her 10-man force.
In an interview with Ms. Lumbre the other day at PIA’s Kapihan at Pulong-Pulong ng Bayan over Radyo Natin-Naval, it was learned that their office receives an average of around 300 applications a month for authenticated copies of their pertinent documents.
Moreover, they noted more than 400 applications for authenticated copies in the months before enrollment period where most students need their authenticated certificates of live birth in security paper.
She added that applications for authenticated copies of pertinent documents do not only come from Biliranons but also from the neighboring towns of mainland Leyte particularly in the third district.
This is so because applicants at NSO Biliran do not need to wait in a long queue. All they need to do is just file their applications, pay the prescribed fee, and return after a few days or a week for their authenticated copies since it is still to be secured in Tacloban. The NSO provincial office in Biliran has no machine yet to produce such documents.
Compared to other cities, particularly in Manila, applicants have to start waiting in queue very early in the morning or at dawn just to be served first. Applicants sometimes skip their meals, suffer hunger, and endure the call of nature so that they won’t loose their turns.
Aside from the time element, financial expenses is also reduced. Fare alone is already a big saving plus the meals and other incidental expenses incurred by the applicants if they file their applications in other cities, she said.
Aside from these authenticated copies in security paper, NSO Biliran also provides the province of Biliran some necessary data which they gather from their actual quarterly surveys and other special surveys aside from the regular surveys conducted every ten years as mandated by Batas Pambansa Blg. # 72.
Other statistical data available at the NSO Biliran are all projected figures based on the 2000 special census.
The regular survey conducted every ten years is what we popularly call the national census. It is during this national census where complete statistical data are gathered usually by teachers. Teachers are the choiced enumerators since they are the ones who are familiar about the place and its people especially in remote areas.
