Bauko to receive first CADT in Mt Province

BONTOC, Mt Province (23 October) -- The first Certificate of Ancestral Domain Title (CADT) in Mt. Province will soon be awarded to the indigenous communities of the seven upper barangays of Bauko municipality.

National Commission on Indigenous Peoples (NCIP) Provincial Officer Thomas Tawagen said the prospect of issuing the first CADT to the IP communities of Upper Bauko is very positive as consultations with the affected communities is almost complete.

Tawagen said the ancestral domain boundary resolutions of Upper Bauko to its contiguous towns and barangays is underway adding that only the adjoining towns of Hungduan particulary barangay Hapao and Ahin inTinog , both in the province of Ifugao and its neighboring barangays Tapapan and Guinzadan, also in Bauko are yet to be consulted. He said all the other adjacent barangays and municipalities including the municipality of Buguias in Benguet were consulted.

Indigenous Peoples Rights Act of 1997 mandates the conduct of a thorough consultation in any undertaking that concerns IPs and their ancestral lands.

The Bauko CADT areas will cover the barangays Sinto, Mt Data, Sadsadan, Mabaay, Monamon Sur, Monamon Norte and Lesseb.

Explaining their ancestral domain titling programs during a Press Conference aired at DWFR, Radyo ng Bayan – Bontoc, NCIP Provincial Planning Officer Andrew Magwilang said the delineation of the ancestral domain of upper Bauko is part of the government’s protection support programs to the headwater communities to the Agno River.

Magwilang said aside form the delineation of the Upper Bauko’s ancestral domain for the issuance of the CADT, the IP communities will also formulate an Ancestral Domain Sustainable Development Protection Plan (ADSDPP). He said programs identified in the ADSDPP will be funded by whatever fund left in the two program components.

President Gloria Arroyo, in her visit to Sagada last January 2, turned over a P3 Million Check from her Presidential Social Fund to the NCIP to be used in titling the ancestral domain of Bauko.

Magwilang said the ADSDPP will be implemented by their IP organization, the Kabatagan Ancestral Domain of Bauko.

The town of Sadanga and barangay Bayyo of Bontoc are also on the process for the issuance of CADT for their ancestral domains.

Earlier, the provincial government requested NCIP to issue one CADT for the entire province but the NCIP head office advised the provincial officials to first gather the consensus of the IPs before their proposal is decided on. (PIA-MP) [top]
