RPOC-10 recommends NorMin native to PNP-10 post

Cagayan de Oro City (25 October) -- The Regional Peace and Order Council of Northern Mindanao has passed a resolution recommending the designation of Police/Chief Supt. Teodorico Capuyan as Regional Director of the Philippine National Police (PNP) in Region 10.

The post of RD, PNP-10 is presently occupied by P/Chief Florante J. Baguio who is due for compulsory retirement next month.

During a recent meeting of RPOC-10, Ed Montalvan, President of Kilos Laban sa Droga (Kill Droga) pointed out that it is ideal for the PNP-10 leadership to be given to one who comes from the region or has previously been assigned in the region for him to be familiar with the area and therefore minimize the time of familiarization and adjustment to the said position.

"Capuyan has stayed in region 10 for a total of 24 years holding various positions from being Company Commander of the Special Action Force to that of Deputy Regional Director for Administration prior to his assignment at the headquarters in Camp Crame," Montalvan said.

He also said that Capuyan who is presently the Executive Officer of the Directorate for Operations of the whole PNP meets all the requirements for designation to a key position like RD PNP-10.

The resolution has been forwarded to Pres. Gloria Macapagal-Arroyo through Police Director General Oscar Calderon for consideration and approval, Raquel Ramos, Regional Director of the National Police Commission, region 10, who heads the RPOC-10 Secretariat said.

Meanwhile, P/Chief Supt. Baguio who is the RPOC-10 Vice-Chairperson said the overall peace efforts in Mindanao are now being sustained through a consolidation of the local government units, interfaith groups, civil society and other concerned agencies.

As the government continues to intensify its efforts to eliminate the Abu Sayyaf group and move the war against the CPP-NPA in all fronts, PNP-10 will work in tandem with the Armed Forces of the Philippines in accordance with the quad concept of operations, intelligence, investigation and police community relations.

These concepts will then be integrated and applied in all phases of the internal security operations which will be conducted by the AFP with the PNP in active support role to preserve the internal security of the state against insurgents and other serious threat to national security, he said.

"With the active help, support and cooperation of all concerned agencies, LGUs and NGOs and the general public, the Filipino people will be able to address and solve the problems on terrorism," Baguio added. (PIA 10) [top]
