DILG declares most outstanding Sangguniang Bayan 2006 regional awardees

Maasin City (30 October) -- The Department of Interior and Local Government (DILG) pronounced the winners of the 2006 Search for the Most Outstanding Sangguniang Bayan (SB) in Eastern Visayas during a phone interview held recently with DILG Information Officer designate Loren Abrau-Aniciete.
A customized search initiated by DILG-RO 8 for the Sangguniang Bayan regionwide, the members of the evaluating team declared Cabucgayan, Biliran as the first place, Balangiga of Eastern Samar for the second place and the municipality of San Juan, Southern Leyte who took the third place for the 4th to 6th class municipalities category. While for the 1st to 3rd class category, they chose Borongan, Eastern Samar for the 1st place, Abuyog, Leyte as 2nd place and Catarman, Northern Samar as the 3rd placer.
Aniciete said that the awardees received plaques of recognition last October 27 at Kanhuraw Convention Center, Tacloban City. A special award was also given to the municipality of Silago from Southern Leyte a Hall of Fame for winning three years consecutively as the Most Outstanding Sangguniang Bayan, from 2003 to 2004.
Aniciete revealed that the winners were chosen for their 2005 records basing on the criteria identified by the evaluators like records keeping, efficiency in performance, number of resolutions introduced and approved, regular conduct of sessions, complete attendance during meetings, legislative documents, administrative requirements like physical set-up of facilities and serviceable equipments, among others.
The regional search which was coordinated by the Provincial Councilors League (PCL) will be adopted by the DILG national office next year, 2007 which will now include the Sangguinang Panglungsod for the city category, Aniciete disclosed.
DILG also honored (11) SB secretaries throughout the region while the regional finalists were also given recognition during the program. The DILG-RO 8 acknowledged the support of the Department of Budget and Management, Department of Agriculture, Department of Social Welfare and Development and the untiring commitment of the provincial evaluating team (PET), Aniciete further said.
The awarding ceremony was attended by DILG Regional Director William Paler, PCL Board of Director Roy Allan Erandio, PCL National Executive Vice President Atty. Arecio Rendor, Jr., Representatives Remedios Petilla of Leyte and Marcelino Libanan of Eastern Samar. (PIA) [top]
