DOTC-LTO implement Oplan Kaluluwa under Oplan Kalakbay 2006
Tacloban City (October 31) -- In connection with the nationwide observance of All Saints and All Souls Days, the Land Transportation Office in Region 8 headed by Director Raul Aguilos will again implement Oplan Kaluluwa to assist the traveling women, men and children.
In compliance with DOTC Memorandum dated October 3, 2006, Director Aguilos has directed all division and section chiefs, all heads of district and extension offices and all concerned personnel of the Land Transportation Office 8 to set up DOTC-LTO helpdesks in various transport terminals in their respective areas of jurisdiction.
Director Aguilos further advised the personnel concerned to deploy Field Enforcement Team/personnel to extend assistance and services to the general riding public to ensure their safety and welfare.
The team, Director Aguilos added, is directed to record and act on complaints reported and to recommend appropriate actions on erring drivers, conductors and inspectors of public utility vehicles on November 1, 2006.
The launching of Oplan Kaluluwa will be today, October 31, 2006 at 2:00 o'clock in the afternoon, Director Aguilos informed. He added that schedule and place of assignment for the Oplan Kaluluwa of the LTO Regional, Tacloban District and Extension Office employees have been arranged.
A report together with the documentation of each Oplan Kaluluwa Team will be submitted to Director Aguilos, the DOTC and LTO Central Office.
Director Aguilos said that for the personnel who will be with the Oplan Kaluluwa Team, overtime pay will be chargeable against regional office funds subject to availability of funds and to the usual accounting and auditing rules and regulations. Compensatory Time-Off may be availed of in lieu of overtime pay pursuant to DBM-CSC Joint/circular No. 2, series of 2004, on the Non-Monetary Renumeration for Overtime Service Rendered.
Oplan Kaluluwa is an annual activity being implemented by the DOTC and LTO in order to ensure safety and comfort of the riding public during the observance of All Saints and All Souls Days. (PIA 8) [top]
